Tax Incentives programs are on the rise in the commercial production industry after the film industry carved a successful path. States that have a need to increase state income and offer local employment are offering these incentives. The process varies greatly from state to state and therefore needs specialized management working between Advertiser, Advertising Agency and the Production Company. Net savings in some states are 15-20% of total production budget. Because of increasing competition between states it is now possible to get returns on talent (including residuals), celebrity fees, and agency compensation.

Shelley Landgraf has 25 years hands on cross category experience in advertising production. She is expert at conceiving, leading and executing corporate and brand-based cost-savings initiatives, optimizing budgets and leveraging advertiser spends.
As President of The Landgraf Consulting Group, an independent advertising production consulting firm, she has reliably and creatively delivered cost savings working with marketers and procurement professionals. Shelley is currently passionate about shooting in tax incentive states, successfully navigating the complexities of state requirements, and brokering cash rebates for her clients. Shelley brings a critical perspective to the business of advertising production.
Shelley has been an active member of the ANA Production Management Committee for 14 years, and serves on the Board of Trustees for the SAG/AFTRA Pension and Health Plans.
